3' Meeting Council on Participatory Democracy - StopGlobalWarming.eu / Political hackaton

Nella riunione di giovedi scorso del Council on Participatory Democracy abbiamo ragionato su due livelli: come impostare la terza riunione del Council, che potrebbe tenersi il 27 maggio o il 28 maggio (da valutare se farlo sempre spezzettando il giovedi pomeriggio e il venerdi mattina o invece in una giornata unica). 

Gli spunti emersi sono stati: 
- Democrazia partecipativa a livello locale europeo 
- Quali strumenti possono attivare i cittadini a livello locale per proposte di iniziativa popolare 
- Come possiamo continuare a coinvolgere i sindaci e le amministrazioni che hanno espresso sostegno a EU CAN DO IT (qui il panel con i sindaci durante l'evento di sabato Citizens Take Over Europe) 

Ci ha inoltre conttati Pepijn Kennis, consigliere regionale di Bruxelles, eletto attraverso Agora Bruxelles, un progetto di assemblee dei cittadini estratti a sorte (Lorenzo ne sa di più) per chiedermi come potevano contribuire al Council. 

Dall'altra parte il lavoro su StopGlobalWarming.eu deve procedere spedito per cercare di raggiungere il risultato del milione di firme, che anche se difficile non è impossibile da raggiungere. 

Ecco una bozza super sintetica di concept per il terzo meeting frutto della riunione di giovedi e di altri scambi sui vari canali. 
Dopo un nostro confronto (e spero arricchimento) interno lo passerei come ordine del giorno per la riunione del giovedi in inglese del Council (che nelle prossime settimane sará divisa tra Council e Riunione Europea per StopGlobalWarming.eu


STOPGLOBWALWARMING.EU - POLITICAL HACKATON FOR ACHIEVING A SUSTAINABLE EU WITH PARTICIPATORY DEMOCRACY 
3rd Meeting of the Council on Participatory Democracy. 


The Council on Participatory Democracy is an open forum to discuss the use of participatory democracy instruments, their adoption and their strengthening. 

The 3rd Meeting of the Council on Participatory Democracy we call for the participation of Local Administrators (the Mayors who are supporting EU CAN DO IT and StopGlobalWarming.eu), practicticioners, activists, and movements who are active on environemental issues in different EU member states, digital activists. 

The purpose of the Council will be to take an European Citizens Initiative (stopglobalwarming.eu) and transform it into a "local" initiative that can be adopted at a local level and promoted leveraging the characteristics of the campaign: a creative commons approach where each person, individual, organisation, can use the logo and the materials of the campaign and its political proposal for promoting a green new social deal at all institutional levels. 

The Council will be an opportunity to foster a network of European activists and representativse of the representative democracy:

  • develop local policy proposals based on StopGlobalWarming.eu 
  • identify and evaluate the instruments of participatory democracy availble in different Member States 
  • create a space where environmental activists from all over Europe can compare their actions and be encouraged to use the democratic instruments available or to share their know how in case they already use it

The Recovery of the post-covid19 European Union should be built around two pillars: sustainability and environment. The role of citizens, grassroots movements, activists from towns, villages, and regions, can be the boost the European Union need to achieve the historical result of climate law(s) that put the EU at the forefront of research, innovation, and ecology.

The Council on Participatory Democracy is an open forum to discuss the use of participatory democracy instruments, their adoption and their strengthening. 

On the 28th of May the 3rd Meeting of the Council on Participatory Democracy calls for the participation of local administrators, practitioners, activists, and movements who are transforming environmental policies in the different EU member states through a proficuous dialogue between the institutions and the civic participation.

Instruments such as local referendum, citizens assemblies, citizens initiatives, direct democracy are shaping local administrations’ policies. And can become the foundation of a network of action and practice at a European level.

The purpose of the Council will be to compare different local level instruments of civic participation, compare their political impact and foster the knowledge of a community of practice and action across Europe.

The participants will also be presented the case study of StopGlobalWarming.eu: a European Citizens Initiative built as a “creative commons” initiative that can be applied at all levels. Investments in ecological and social sustainability should be at the heart of the EU recovery fund. A section of the council will focus on proposals and ideas for an ecological conversion of the tax system, enabling financial assistance to european citizens through the taxation of polluting emissions.

Who is invited to the 3rd Meeting of the Council on Participatory Democracy

- Mayors and local administrators
- Community organizers and local activists
- Promoters of citizens initiatives, referendum, deliberative democracy experiences both at a European and local level 
- Academics, Researchers, Students who are focusing on environmental policies, sustainability but also innovation of instruments of civic participation
- Citizens who are looking for a way to funnel their concern for the environment into transformative democratic actions


What we will discuss during the Council on Participatory Democracy 

The Council will be an opportunity to foster a network of European activists and representatives of the representative democracy to:

  • Present and discuss local policy proposals and campaigns identifying common areas of action 
  • Support initiatives linking social and environmental measures needed to tackle the deep crisis of European economy 
  • Identify and evaluate the instruments of participatory democracy available in different EU Member States 
  • create a space where environmental activists from all over Europe can compare their actions and be encouraged to use the democratic instruments available or to share their know-how in case they already use it

 

Some facts on the Council On Participatory Democracy 

  • Over 200 participants in the previous meetings (19/20 March 2020 / 23/24 April 2020) 
  • One Petition to the the European Parliament conceived and currently progressing its iter as a Parliament Resolution (8,000 citizens supporting it, 1 nobel prize, +50 European organisations, 15 European Mayors,...) 
  • 8 co-promoters and over +30 experts, citizens and speakers sharing their experiences in the previous meetings 
  • Contribution in designing and launching the first step of the the first European Citizens Assembly (more info: citizenstakeover.eu) 
  • The first video archive of participatory democracy in the EU with all the online meetings recorded and archived

Lo scopo di questo council è connettere realtá di attivismo locale europeo ambientalista che usino o vogliano usare la democrazia partecipativa. E nello stesso tempo far conoscere la proposta StopGlobalWarming.eu 

Se ognuno può aprire gli occhi sull'Europa e usare questa opportunitá per invitare qualche attivista di altri paesi europei è un buon filo da seguire.
