Coronavirus - Proposta dai promotori ICE

Ciao a tutti, 
Da due canali diversi (alcuni promotori di ICE e The ECI Campaign) sta circolando la proposta di chiedere una estensione dei termini di raccolta firme sulle ICE. 

La motivazione da cui partono i promotori è che la raccolta cartacea è fondamentale per il raggiungimento del milione (annotato, per altro) e che quindi il Corona impedisce la normale attivitá di raccolta firme. 

Propongono di fare un post firmato da tutti sul forum ufficiale delle ICE. Vi metto qui il testo ricevuto. 

La mia proposta sarebbe di rispondere, aderire alla loro iniziativa ma anche: 

1) Integrare questa richiesta con una richiesta a maggior ragione di rafforzamento dell'informazione capillare per i cittadini (e quindi invitarli a firmare la petizione) 
2) invitarli comunque al council on participatory democracy

Dear fellow ECI organisers,

I am writing to you in my capacity as the deputy representative for the European Citizens’ Initiative (ECI) entitled „Cohesion policy for the equality of the regions and sustainability of the regional cultures”.

Our team goes out from the presumption that your respective signature gathering campaigns have also been experiencing the repercussions of the coronavirus outbreak. The COVID-19 pandemic introduced a grave, imminent, unforeseeable, and unavoidable circumstance, which renders signature collection on paper forms practically impossible. Authorities across EU member states were forced to adopt severe measures restricting the free movement of people, the organisation of public assemblies, as well as other forms of social interactions.

Based on the experience of former ECI’s (as mentioned also in the relevant reports of the European Commission: 20152018) it is without doubt that organisers should complement their online campaigns with the collection of paper-based signatures in order to be successful with their initiatives.

Due to the above vis maior situation (and referring, among others, to para 32. of the Judgment of the Court of the EU in case C-99/12. Eurofit SA v Bureau d’intervention et de restitution belge - BIRB), it is our suggestion that we, as representatives of ECIs that are currently open for signature, submit a joint request via the official ECI Forum to the European Commission, asking for the extension of our signature gathering deadlines.
